No disrespect intended but, did you ever look at the fuse box innards? Or, any electrical connections.? As was suggested.
Even non-mechanics have eyes that can be used to inspect wires and connectors; If it looks wrong it probably is wrong.
That is if we are still talking the P1682
I also suspect the fuse block. The power steering fuse that kept blowing was a red flag. Like I said before, it may have been incorrectly jump started. Maybe that is what led to the melting of the headlight sockets also.

Haven't yet, that's my plan this weekend. I have owned the car for 7 yrs and to my knowledge it hasn't been jumpstarted improperly but it is my wives car so..
Well tried to check fuse box bit couldn't loosen the positive cable without risk of breaking something (somebody has overtightened it at some point). Now this morning I get lights and everything but when I try to turn it over I get absolutely nothing. I'm hoping I didn't mess anything up on the power going into fuse box trying to get the nut loose off the stud.
Radio, lights and everything else works but when you turn the key to start the car I lose everything. And don't even get as much as a click. Looks like I may have to replace fuse box anyways.

nope just put the old one back in just to see and got same result. I'm going to replace the fuse box since its the only thing I messed with before it quit starting.
Usually, tightening the bolts hplding the fuse box together does the job. Keep going past "tight" until it clicks.
If you replace the fuse box be sure that all of the fuses match up, the box is used for many different applications.
P1682 means that either the power train relay or the run/crank relay are not working right. Either shorted circuit or open circuit.
The run/crank relay controls the park.neutral switch, ABS fuse, ECM trans fuse, and backup light fuse.
The power train relay controls the ECM fuse,INJ IGN MDL fuse, EXH fuse and AC clutch fuse.
