Right rear wheel locked up

My wife went out to our HHR the other day to head to work and realized that she couldn't get the car to move. It was parked on a hill with the emergency brake on and it did get down to the teens the night before. I checked it and it appears that the right rear wheel is completely locked up and will not budge. I have tried cycling the emergency brake numerous times with no luck. I dragged it into our garage hoping that the milder tempratures might help, also no luck. Does anyone have any idea of what it could be? I have it jacked up in the garage but cannot get the drum off no matter how much I try. Thanks in advance.

I had this happen to mine in the driveway after rainy wet weather. I believe that the metal content in the rear shoes causes the shoe to rust and stick to the drum. When it happens to mine all I have to do is move the car forward then back again and it will brake loose then it is fine till next time.

the cable to that wheel could be hanging also and not releasing.

Mine did that about a month ago. Parking brake line just froze up after driving through crazy rain and sitting in freezing temperatures. I let the car warm up a bit then creeped forward while trying to release the brake. Heard a loud bang when it finally released. You'll never get the drum off while the release is still locked.
