Fwiw. Most modern car's electronics go to an "All On" mode at start up. That's because the computers will do a quick system start up check and then switch to whatever mode they detect the system should be in. (ex: think of all the warning lights on the dash being on at start up even though nothings wrong)
I'm a little fuzzy on your description of which lights aren't working that you think should be.
As Donbrew stated, maybe you're not exactly familiar with how the HHR system operates ?
