I just went through the whole thread again. This post really made me stop and think. We should all take another look at it, and digest it, I think the answer may be hiding in here.
If the chime doesn't change with different positions of the stalk... I'm back to thinking the stalk or stalk wiring is the problem.
My car is unplugged right now, but if I remember correctly, the headlight chime overrides the other chimes. So if the switch is "on", you should be hearing the fast chimes.
Can someone verify this?
Well I replaced the ignition lock cylinder no change .
I guess I'm back to square one.
I have been sitting in the car playing with switches and noticed that there is no different sound in the chimes with the headlights on or off or auto or on .
New development, the doors are no longer auto locking when it's put in gear however that may be a different issue.

I went out and played with the delay lock .
when ON I pressed lock on the RKE with the drivers door open all the doors locked , I only pressed it once.
when I pressed the door lock button with the drivers door open they all locked but the drivers door unlocked instantly, I closed the door and waited for a 15 count and it didn't automatically lock.
I had the same results with the delay lock off
