That's the PCV tube. Yes that qualifies as a vacuum leak.
There are no vacuum "lines" per se on 2.2/2.4.
A vacuum leak is: air getting into the combustion system where it should not.
If it isn't controlled by the throttle plate, it's a leak.
T/C warning will come on due to a P0171.
