Go to your local GM Service Department and have them disable OnStar, then remove the unit. If you just remove the unit you will probably not be able to use the car.

Then ask all of your friends save their used tin foil so you can wrap your entire body. Who knows where "they" might have hidden the transmitter.

I'd just open the hood, and start snipping all visible wires. One might actually get the right wire. :)

Just to be sure I'm doing this right, we are talking about the passenger rear lower quarter panel, right? I removed all of the right passenger rear lower quarter panel, and the panel will still not come off. I would have to remove the panel all the way up to the passenger rear door it looks like.

Yes, you need to get the panel out of the car. I think you need to get the upper qtr panel off first. I am not sure what part you are having a problem with.
