Strut bushing n bearing
My original guess was correct. Nut loose between the seat and steering wheel, though he'll never admit that! 
In talking to him the replacement upper seat/bushing and bearing were not a correct fit, with play where the bearing seats in the stamping.
There was a concern about how the springs were wound at the ends (taper pitch) and not seating right, but evidently that was not the issue.
So..... capp is happy and remains low and slow!
