Crossville Dave Kirk Chevrolet Buick GMC mechanic is the one that verified that the do not make new ones for this year or model!
It's listed above, everything he told me!
South Pittsburg, Marion County is beside my home town where I am moving back to around August = 85 miles down Hwy 27.

I might just sale this one for a reasonable price but not cheap to get rid of it, I still drive it around & find me another vehicle or just drive my 2011 Nitro I can depend on.

Problems encountered these days is untrained technicians not parts. If you can't replace it with a new part, it can't be fixed is a dealership mechanic mantra.

Four suggestions:
The TRUE mileage is stored in the BCM, you can buy a code reader that will read it. The trip odos probably do work, an enterprising person could just write the mileage down and keep track. You could expand your travel circle to over 50 miles to find a tech that knows what to do. You could purchase a used Tech2 Scanner and learn how to use it, the information needed is on the interwebs.

The mileage is recorded and stored in the BCM!
This is done through the various sensors built into the vehicle.
The instrument cluster displays that information!
In computer terms,
Every instrument cluster has it's own 'address'.
( This was done to prevent fraudulant activity)
The BCM cannot comunicate with an unknown address, therefore the new address must be approved (programmed in).
When that is completed, then the BCM can send the information to the instrument cluster.
VIOLA, the odometer readings will now be displayed with the correct mileage.
The problem is finding a technician that has any smarts.

I purchased a scanner that is capable of correcting the odometer mileage. With the original cluster I could set my ORIGINAL odometer to whatever I wished ( ) but it would not set the SS cluster I bought, or another LT cluster I picked for gits and shiggles.

So far, I have spent $500 on service, a scanner and two clusters trying to get a definitive answer to this. All I have been able to get from the only GM dealer within 50 miles is 'we would have to send it out to have the VIN set" for another $200- no guarantee that they won't brick the cluster in the process. I have found absolutely nothing anywhere that shows success with swapping used clusters in the HHR (or Cobalt). I've seen videos of swapping the EEPROM chip, but nothing HHR specific. I have a used genuine TECH II coming my way, I'm going to see if I can have any success with that, but so far the only verified cluster swaps I have seen are all 5 years ago or longer, and with a brand new cluster.

My electronics experience is telling me the VIN encoding is NOT on an EEPROM, but an EPROM. EEPROM is "Electronically Erasable Programmable Read Only Memory" while an EPROM is "Electronically Programmable Read Only Memory" - a one and done chip that cannot be reprogrammed.

Everyone’s talking in circles. It seems the only question is, how do you store the correct VIN in the IPC?

Or am I missing something?

Apparently that EPROM is a one and done chip, can’t be reprogrammed!

There are folks who will program the chip directly. This is not unheard of it's rather common. They have to take the unit apart and program at the pins of the chip.
