Somebody opened the car up and ripped the wires from the horn to the Fuse box out?

This is BS unless you are leaving a huge part of the story out. In any case wiring the horn does not involve any magic, it is exactly the same as a '57 Chevy.

If it just needs a new horn why not go to your local junkyard and get one for $5-$10?
