traction control
If the No TC light is on it means he has it but it isn't working. My wife's has it so we see her's when she starts the car or when I drive it with a heavy foot. Mine does not have it and I have never seen the warning light come on. He has a 2LT which comes with TC on the auto's.
Page 4-10 If warning light stays on, or comes on when you're driving, there may be a problem with your Enhanced Traction system and your vehicle may need service. When the light is on, The system will not limit wheel spin. Adjust your driving accordingly.

if you want it to not kick in... i.e. when trying to get out of a snowbank kit the tc off button for better traction and to spin the tires... otherwise dont touch it and it will work... with the light on all the time it sounds like yours is broke
The HHR does not have the option of turning it off, though like someone else pointed out you can shift into "I" drive which turns it off.

Instead of going by what I posted or someone else, let's go with what GM says :). Page 187 of your owners manual (by the way it is tecnically called Enhanced Traction System). Here is what the manual says:
-The warning light should come on briefly as you start the engine.
-If the light does not come on, have it fixed.
-If the light stays on, or comes on while driving, may be a problem and
you may need service. When the light is on the system will NOT limit wheel spin.
Highlights of what it says on page 246 and 247:
-The system operates onlyh if it senses that one or both of the front wheels are spinning or beginning to lose traction. Then it reduces engine power and may upshift.
-LOW TRACTION appears on the DIC when the system is active.
-THE TRACTION LIGHT MAY COME ON FOR THE FOLLOWING REASONS:
--if you shift to LOW
--if you set parking brake with engine running. If light is on and you are NOT in LOW and brake is released, there is a problem, get service.
-The warning light should come on briefly as you start the engine.
-If the light does not come on, have it fixed.
-If the light stays on, or comes on while driving, may be a problem and

disconnect your neg battery terminal for a couple of minutes. then reconnect it. start your car an the t/c light should come on for a few seconds an turn off. If it stays on you need to take it in. Also if you have an aftermarket intake kit(cold air-k&n/airraid) the extra air being let in can foul your intake sensors causing the t/c light to come on an stay on til you cycle the ignition on an off.
