What if it deployed on a light wreck...as in, it shouldn't have?

I set up an appointment for the work to be done next Monday. Thanks to the help here and on youtube, the car has not been to the garage since the recall was issued in 2015. :)
My Mother is looking at a 2009 HHR in very nice shape. BUT the side airbags have deployed. Pretty pricey fix that makes the car not worth buying, IF she can't easily get the side air bags replaced. I'm guessing the seller didn't know and the dealership wasn't exactly jumping at the idea of replacing them for free (especially reading about this person's issues w the dealership...surprise surprise lol). Any help would be appreciated.

How is it possible that the seller didn't know they deployed? In most states it is illegal to sell a car that is not safe. Is the car covered by the recall? Link to check on recalls

BTW, the "recall" applies to cars NOT equipped with the side curtain bags. The fix was installing a piece of plastic to protect your head from the unused mounting bolt.

Side curtain deployment is caused by a near roll-over event. Mine deployed when I ran off the roadway up an embankment, no impact at all.
