Don't think that would work. You have to get the GMTU kit. The dealer then obtains the GMTU reflash from GM so it can be installed via VIN specifics.
The dealer can't just obtain/install that reflash without the kit to link it to.

(Now, if someone had a pirated copy of the GMTU reflash,,,,,,well, who knows)
