Tigger, the maintenance tech at the dealership admitted that she was not the only one...
Who would be best to get involved here as far as Law Enforcement wise?

I'd start with the state police, and then go to the local law enforcement if the state police decide its a local jurisdictional issue.

By law (in Ohio) the dealership must provide you with a clear title within 30 days of the sale of a vehicle. Recommended you contact your local BMV about this title issue. Next get your local law enforcement involved, better yet get the State law enforcement involved (under Illegal Business Practices). Used vehicle are not to be sold prior to a dealership getting a clear title. If anything is found to be fishy, then law enforcement would get the Prosecutors office involved. P.S. - contact Governors office if you wish.

State Police? Isn't that jumping with the balls to the wall too soon?

@Orange Crush. It will come out at some point that she was driving with the other plates on, so wouldn't you think they might still say something about that even if the plates aren't on there?

the BMV sounds like the most ideal to me, especially since that is their focus, and they would probably know how to proceed. They are OHP, but they are in the BMW division.

How does she insure it with no title??????? I must agree with the rest..stop driving it asap. If she's in a wreck with a fictitiously tagged vehicle, she's gonna lose more than her job. What kinda bootleg dealership did she buy from? If she's got no title, then she doesn't own it. Drop that truck off at the dealer, tell them to shove up a$$ and start over fresh at a reputable dealer. Think of it as a $1ooo lease.

1151 - No going to the state level is not jumping the gun persay. Here is a little ammo for your case. Look at "Ohio Law Code 4505.181 - Obtaining certificate of title prerequisite to offering vehicle for sale". Read the entire thing, but first look at Sub-section 2B1. Here is what it says -

(2) The dealer or person acting on behalf of the dealer possesses a bill of sale for each motor vehicle, used manufactured home, and used mobile home proposed to be displayed, offered for sale, or sold under this section and a properly executed power of attorney or other related documents from the prior owner of the motor vehicle, manufactured home, or mobile home giving the dealer or person acting on behalf of the dealer authority to have a certificate of title to the motor vehicle, manufactured home, or mobile home issued in the name of the dealer, and retains copies of all such documents in the dealer’s or person’s files until such time as a certificate of title in the dealer’s name is issued for each such motor vehicle, manufactured home, or mobile home by the clerk of the court of common pleas. Such documents shall be available for inspection by the bureau of motor vehicles and the manufactured homes commission during normal business hours.

(B) If a retail purchaser purchases a motor vehicle, used manufactured home, or used mobile home for which the dealer, pursuant to and in accordance with division (A) of this section, does not have a certificate of title issued in the name of the dealer at the time of the sale, the retail purchaser has an unconditional right to rescind the transaction and the dealer has an obligation to refund to the retail purchaser the full purchase price of the vehicle, if one of the following applies:

(1) The dealer fails, on or before the fortieth day following the date of the sale, to obtain a title in the name of the retail purchaser.
