Previous add on, because the person wasn't an on the books mechanic, he basically messed with my car, and I am now dealing with this stuff.. I also added fluid because my oil had burned out, so I now need to put an additive in it when I get the plug and filter cap free so it can clean.

Go to a oil change place. They know how to change oil if nothing else.
You can buy a new oil filter cap for around $5 at any auto parts seller. The proper socket to remove it is also widely available.

If that's true about the oil, then you have a more serious problem than the code P0010.
Sounds like because of poor maintenance, your engine is on it's last leg. I'm surprised it's still running.

This is turning into a rolling train wreck. As several have said already: take it to a garage and have them do the oil and filter change. That's necessary before you worry about other things like the camshaft chains etc..

Ok, I feel like some information is getting confusing.. there was a time where I couldn’t deal with the regular maintenance of my vehicle, so instead of bringing my vehicle into an actual shop, I had a “friend” do my oil change while I was working. He apparently assumed that it was a good idea to put thread locker on my drain plug and my oil filter cap. Now I understand that you should change the oil every 6000 miles, but because I had no time to do it at the time, I haven’t changed it nor knew about what he did until my next oil change. I tried doing it myself, but I couldn’t get my drain plug nor the oil filter cap off. So I checked my oil through the dipstick and I had no oil in it, so I just added oil to it until I had a nice day to be able to deal with the oil situation. But because of my check engine light won’t go off, I haven’t been able to drive it since September because I can’t get it inspected

No there is no confusion at this point - the vehicle has been sadly neglected maintenance wise.
Checking the oil level and finding it had no oil? Surprise!!!!
The oil level, like the air pressure in the tires, need to be checked periodically. It's pretty basic stuff for any vehicle. If it didn't even show on the bottom of the dipstick ..........................
Now you say it hasn't been driven since September because you can't get it inspected.
Since you can't drive it, and you cannot do the work yourself, you need to get it towed to a shop that will attend to the oil and filter change. There isn't much else we can help you with at this point.
Once you get that done, come on back with any residual problems and we'll see what advice we can provide.
