I still prefer caliper. This won't be the only thing that you measure with it. With string or wire, if you don't have it placed perfectly, making a plane that intersects the bar perfectly perpendicular, then it's not accurate. You also have to worry about if the string is stretching, also inaccurate. With only 2mm difference, there's not much margin for error.

These Moog bushings replace them GM part number provided on many GM parts sites, some which indicate the part is obsolete. These are a package of 2 and there are AC Delco listings on RockAuto with a package of 2 also. So, after you measure your sway/ stabilizer bar and if it does indeed turn out to be 25 mm , order just one of these
