The fact that both mode and temp are affected and fuses good leads to wires. Hard to believe ether 2 motors or 2 switches failing at the same time.
Did you check for voltage on both sides of the fuses? Or, just looked at them? Fuse #10 should be hot always #16 should be hot when key on.
Does the rear defogger work?
Do all fan speeds work?

 

thanks for your help, I actually got everything working again!!! Turns out that when the new stereo was installed I forgot to plug in one of the wire harnesses 🤪🤪 so after checking the fuses and the relay, I said I might need to check the controller itself and found the harness I forgot
