Does the radiator fan have high and low speed?
My 2006 HHR never overheats or anything but when sitting at idle in the hot Florida summer sun the AC starts getting warm, I have noticed that the engine fan never changes speed. My Malibu in the same weather kicks the fans on high for the AC condenser and has ice cold air at idle. So I am trying to find out if the HHR fan should have high and low speed like pretty much all other vehicles with electric fans, also the HHR air is ice cold as long as the vehicle is moving down the road.

Last week I noticed that sitting at idle, my car started overheating. When I did some checking, I saw that the radiator fans weren't coming on. I did the Auto Active test and neither low or high speed would kick on. My relays all look good, and the engine is reading coolant temperatures right, so I ordered a replacement fan and shroud and installed it today but it's the same issue, neither one will come on.

Yes the fan will increase with speed when the AC is on.
A lot of fans today are PWM (Pulse Width Modulated).
This means there is no one/two speed fan.
You can look this up if you would like for an education on how it works.
smashin85 if the system is a little warmer at idle than at highway speed this is normal because of air flow passed the condenser.
If the condenser is "clogged" with debris or bugs it will effect the cooling.
