I called Autozone in Beltsville and they said they have one they can use to test it.

Awesome, let us know what the actual codes are, please. Write them down and post them here. Don’t buy any parts based on what the parts counter guy or gal says, remember they are there to sell parts!

One of the cashiers plugged a tester into the OBD2 connector and he printed this out. He didn't get any codes. It might be best to have a mechanic look at it soon.

One possible problem is when I blew a fuse for the front power outlet. One day I plugged in a voltmeter and the terminals pulled out and apparently shorted. No voltage after that and I found the fuse for it and replaced it and it worked. Is it possible that's the cause or maybe there's another fuse that needs replacing.

Double check fuse #29 in the under hood fuse box, don’t just look at it either test it or replace it, there should be spare fuses in the box.

And that could be the reason for failing emissions since they plug into the OBD port.
The same fuse for OBD port and front power port/cig lighter.

I replaced the fuse and the power outlet worked last time I checked it. Would driving the HHR everyday for a week solve the problem?

When did you clear the codes last either with a code reader or by disconnecting the battery?

Is there power to the outlet NOW? As I said; the inspection uses the OBD port the OBD port won't work if there is no power to the power outlet it will fail inspection.

The note on the receipt is a form letter for fails of that type, or could be because you cleared the codes and they have not finished yet.

It usually takes about 10 COLD starts to normal operating temperature and a couple of overnight sleeps without a fueling, tank over half full.

Certain codes inhibit the OBD testing so, it is important to know what the OBD is saying.

Do you understand?
