The purge VALVE under the car would be my thought. Or a hole or bad seal in a vapor line.

No pump. It operates on vapor pressure. There is a vapor pressure sensor..... But.

ugh...

And wouldn't you know it, before the day ended after I posted the CEL went away again. So I am suspecting the seals on the vapor line somewhere.

How to find it is another question.

Still, the starting issue seems to be fixed.

I guess my option is either to shotgun and replace some of the vapor lines, or go and have the shop do a smoke check.
