Overheated Cooling Fan not kicking on
This is where it got burnt. It's on this where to 2 wires lead off and goes to the fan

Those wires shouldn't melt unless the motor was drawing to much current, or they contacted something hot and/or shorted out (shorting should pop the fuse) You may still have to replace the fan if it draws to much current....
Didn't pop a fuse. This module controls fan speed..
Well everybody is right in as far as the fuse & relay location called out in the owners manual. And I'm looking at the wiring diagram for a 2008 SS in the service manual, Location #40 should contain a 30A fuse, Location #50 should contain the "COOL FAN" relay.
Its possible that the former owner pulled them out during some sort of modification since removed, or they pulled them out for God knows what strange reason, but if the service manual says they are to be there and as you stated in an earlier post they aren't....well there's your problem.
If you have some warranty left or you got a warranty when you purchased it, take it back and let it be their problem, I'll gladly e-mail you the wiring diagram in a PDF file if you PM me your e-mail address. Then you'll have it when you take it in and say..."what the heck".

Any way you can take and post photos of your fuse box and cover so we can compare them to another SS to see what the heck is going on?
If never found the service manuals to be wrong unless there was an engineering change made, if that's the case, they update the manuals.
Leaving the manual and fuse box out of the equation for now, have you gone anywhere to have the code/codes pulled...I'm betting its set at least one.
