The fuses and relays were a jumbled mess I pushed them all back into place and tightened the bolts. Didn’t change anything maybe it’ll help with upkeep for the future though. Will drive it some and see if anything straightens up.

I don't see how this could be related to ethanol content without a P0171 or P0172 but, who knows? And whats wrong with a nice drive to feed your baby some delicious E85 formula?

The car stores a value calculated ethanol % and uses it to decide how much fuel to feed to injectors at startup (only.) Once the car begins to warm up, the #1 O2 sensor starts to work and the car can adjust the a/f as needed. If the car thinks the adjustment required is excessive, it throws one of the two aforementioned codes. It's important that the O2 sensor works properly. Also important to turn off the motor when fueling. After the car detects a refueling even, the car recalculates and stores the ethanol %.

If it interests you, lots of inexpensive scanners can read your stored ethanol %. Trouble is, it's often buried someplace in the menu structure, not where all the chartable dynamic values like a/f are.
