Can anyone say if installing a rear antiroll bar will improve the steering correction when driving in a crosswind? Hope you understand what I'm asking here. Thanks, slantram. This is on a Premiere Edition.
I can't speak from experience on the HHR, but after years of driving vans in cross winds I can tell you that the sway bars can make a major difference. A rear bar for sure and depending on the severity of the issue and your usual driving routes, you might even consider a stiffer from as well.
May help slightly-but don't forget the principle in theory is the more pressure exserted on the bar due to body twist/roll, the stiffer the bar becomes with counterforce. Heavy winds push against your HHR guiding it like a small sail.
I had a 1978 Pontiac Bonneville Sedan-I installed a full Racho Susp. on it (same made for Caprice Classics). Springs, new larger front bar, added rear bar, all bushings changed to urethane including the body mount bushings. Anytime I was parked at Jones Beach the car would still move when the wind was blowing. Don't forget when the wind is blowing you from the side it is also going under the body lifting it up slightly.
Get the bar anyway-it's worth it for all the other reasons.

When I added the rear anti sway bar the before and after driving was quite noticeable. Even to my wife who questioned whats different with the car? Guess I "forgot" to mention adding the bar.
So yes, your handling, cornering and ride will improve with the bar.
