If it was me I would try this first:
Take the old rims/tires out to the car and lean them up to the new mounted ones on the car, at the correct corners( hope you marked them)
See if the TPMS will now give you a reading. If yes, then your attempt at syncronizing the new tires did not work because its still reading the old ones. If you get no reading still, then I would say take it to the dealer.
Don't just ask them to reset it with their scanner. Ask them to show you how to do it with the remote. If it won't work with the remote for them, they should do it for free with the scanner as a "good will" thing.

Just got back from the dealership and they told me since they are the rubber ones and not the original metal ones I had the car can't "learn" them. They said the car can only sync with the one it knows (metal) ..I find that ridiculous considering that the HHR came with both options

The important part is the part on the inside of the tire. Will the sender on the metal stems fit the rubber stems? I don't know what else.

not sure..all i know is that there are 2 different types, your car is programmed with either #1 or #2 and you must stick with that one. Not worth it imo

Your winter tires have the wrong sensors. I had the same issue. I even got ones for a GM vehicle. There are (at least) two different types that GM uses. I think I remember that the difference is the signal frequency.
For instance, ones from a Silverado/Suburban are different than the ones used in HHR/Cobalt.
