Wiring for lighter socket

I just pulled the cover off of my front dash and found a mess of wires spliced and taped (the tape was coming off) behind my power outlet. I've always had problems with it.....I have to turn my charges around and they stop working all the time. I'm figuring this is why. I just need to know how it should be wired. If anyone has any pictures that would be great. I can't seem to find anything.

The ground goes to the outside, the "hot" goes to the center. Somebody may have replaced the outlet with a generic one with a different connector. If the OE connector is still on the wires you can get a new outlet at the dealer for under $10. A little imagination is required to figure out how to uninstall and install the outlet (there is a special tool).

What would cause the aux jack to make a weird noise when something is plugged in the lighter outlet?

Don't know. Only thought is maybe a common ground that's not good. Stock radio?
