2.0L Issues speak up
That's because Magnuson-Moss is NOT about the dealer, but the warranty and the MFG. If you are trying to use MM to go after the dealer, you have missed the point of the act.
1. Numerous boost issues (due to bad wiring for Stage 1)
2. Numerous radios replaced because of various issues.
3. Sway bar links gone bad and had to wait months because of backorder
4. Brake start up....
5. TPMS sensor replacement 3 times on same wheel
6. Remote Start issues.....sometimes would work....sometimes not!
There has been minor and annoying warranty parts replacements here and there but the above were the most annoying. Next year, I am out of this car and will be glad......

It's not part of the mechanicals of the engine. Feds list it as part of the emissions performance. Don't blame GM for what warranty it's covered or not covered by. Feds/State dictate some of this. It was also part of the basic coverage.
Government fails AGAIN!
Now see I see the other side of where often people doing mods do inflict damage but never was to take responsibility.
I know there are bad dealers and state so often but there are many people also who never want to take responsibility for their own actions and lay the blame on the MFG where we all pay for it down the road.
You would not believe how often things do get taken care of to keep customers happy that they should never have to. It is called the cost of doing buisness but we the consumers all pay for it later on. This is why places like Walmart and Sears for years would have someone buy a mower in the spring and return it for a refund in the fall saying it was defective. Now many places will make it harder to return things even when it may be legit. This deal is a two way street.
This is not where goverment fails but where society fails because people too often on both sides will not take responsibility for their own actions or products.
We as a society need to change the direction we are going. We are can't and should not rely on goverment for everything but that is another story.
The bottom line to these issues and many other unsolved issues with the HHR are often due to poor dealers. As seen many times the issues are solved once people go to a better service department. When GM sends a survey out on how they did do your part and send it back with the correct ratings. It does effect the poor dealers. Too often these surveys get tossed out. My dealer is a top notch dealer and they stress to all please take the time to send it in. THey know they provided proper service and have nothing to hide.

Your state will also have dispute procedures, but don't blame a law that has nothing to do with the issue with a failure of a system. That's like wanting to have your dishwasher mfg fix your stove.
I have something going on with my "08" SS. When I'm just driving at a steady speed not under a pull or anything, it seems to want to slow down and speed up on its own. I had a MAF Sensor error a couple weeks ago, so I cleaned and re-oiled the K&N filter and it seemed to have quit. Now yesterday it started again, but no check engine light this time.
