I just checked the clearances on my New set of 215/60R/16 Michelin Ice 3 Tires.
With the wheels straight ahead there is only 1/8" at ... #9 ... the top mounting plate for the front strut.
I knew it was pretty tight but not that close.
It seems to run just fine without anything touching.
31 PSI cold all around.
Runs at 33 PSI with outside temp around 52 degrees F.
That should open up a little as they wear.
I really love these tires for all year around driving. They are smooth and quiet for snow tires.

I think your description needs some editing. The tire won't be anywhere near #9, which is the top of the strut assembly. I'm sure you meant to say the lower spring perch which would be by #3, where the red arrow is pointing.
Your probably right ... I felt the top of the tire tread @ the center and assumed it was the top plate.
I'll take another look when I get a chance.
By the way these Michelin Ice 3 tires have a wide tread and squared shoulder which sets the tire edge closer to the plate.
I looked for any sign of Touching but did not see anything and there has been no indication of any unusual noise even on medium speed turns or bumps & humps.
