Guess that Wheel and Tire size
I found the car on marketplace, messaged them and asked what it was running, I was told they were 215/65r16s, from what I was reading on here 65s wouldnt fit, max would be 60s because of the spring perch. Tried to message again to see if that was correct but got no reply.
I like the look and would like to do something like that with my 08 (picked up a couple years ago for only 300$) but maybe in a 15" wheel, I like the big tire look over the 215/55 I have on it now, I need new tires anyways.

They could very well be 215/65/16. Although that size wouldn't work on stock HHR rims, they could work on the aftermarket rims in the picture. With the skinnier 65 series tire and aftermarket rims w/offset that puts the tire farther out in the wheelwell, it may clear the spring perch. I would just worry about the fronts scrapping on the wheelwell liner when turning.

Those rims appear to be Wheel Vintques, they have a 35 mm offset so an extra 7 mm of clearance over the stock 42 mm steel rims, so the 65’s should fit.
It doesn’t show here but the tires are further out to the fender openings, here on Oldblue, with the WV rally rims
