My car does have seat heater elements, I have tested them on high, no problems. The amp does have a built in fan that actually came on after the rear amp did.

The seat heaters are only wires inlaid into the top of the seat foam.

I don't think they would have any effect on the amp (buffered by the seat foam, etc.).

The underseat heater ducts might affect the amp - if you crank your heater often that is. (I rarely use mine.)

I don't think he has much to worry about.

Even in Socal, during the winter months, at 5 in the morning (that's the time I go to work)...I use mine. I used to live in New York and the winters are much harsher than Socal, so I know he uses his

Our area is pretty bad in the winter time because we get all the lake effect snow off Lake Ontario. Hell yeah you need to use the heater a lot.
