bumper bracket install?

So im slowing working on the wrecked HHR, first thing first, how do you do the bumper bracket? The passenger side one is bent, bad! I need to replace it, is it a cut and weld or riveted?

That does not look anything like what the service manual shows. They say this one welds in, drill out the old welds.

The description of your part is "(BOLT-ON COMPONENT OF IMPACT BAR ASM)", it seems to bolt onto the end of the impact bar to hold the fascia on.

If they are weld on who's to say you couldn't use a large pan head pop rivet to attach them? Or nut serts? Yes I know it's not the right thing to do, but if you get slammed in the back you got more worries than pop rivets.
