The lights were on in the back, which you thought were tail lights, part of the DaytimeRunningLights(DRL). Stepping on the brake pedal didn't change the brightness of the lights, so you thought the brake lights didn't work.

Now you've realized that it was actually brake lights that were on all the time.

The DRLs do not illuminate the tail lights.
CORRECT yes except I realized that the brake bar was on too

It might be interesting to pull the stop light fuse from the interior fuse block, see what happens.
Interesting thats what I was thinking and that could be a good idea

The car is getting rolled out of the garage today, too much other stuff to do. So unfortunately I'll have to get back to it later and I'll post again then

update: Just before we rolled the car I pulled the 10A stop lamp fuse that was mentioned. The brake bar light was no longer on, win; but the tail brake lights still were

Side note: Rolling the car there was no brake resistance, however what looked like and felt like (movement wise) the shifter in neutral, was actually first

Comm bus error

There are 9 control modules in my car and if there’s a com bus error while driving, the gauges do strange (or nothing at all) things, BUT, it keeps running. Once it’s shut off though, it will not restart. Your ESC light reminds me of one if the earliest times that happened to me and it left me stuck. I found out the RPD is in that lan network, and kept it from starting one time I had it unplugged.
