If you are having a shop do the job, it's best to check with them first. Sometimes they won't guarantee their work unless they procure the parts.

That being said, it looks like autozone can get both the flex pipe itself, as well as the entire downpipe. Didn't look anywhere else.

You can order online at AutoZone or what ever and shipped to your house.

California has some very strict laws concerning catalytic converters. But, you are either getting royally screwed or lying about $3000. R&R is .8 hour labor, $995 at the very most from GM CAL certified (less other places) for the part. My calculation is about $1100 including tax.

Don't be throwing "recall" around without substantiation. GoOgle is good for some things, unfortunately spreading stupid rumors is one of them.
