170 after warmup ? If so, anything below 180 is too low.
Either a bad thermostat or you didn't use a AC Delco brand. -----Reread post #24------
Could have trash remnants from the old thermostat sticking the new one open.
Check Engine Light On ? (P0128 code maybe)
Even if not on, pull the codes again. As stated, certain codes will render the CC inoperative.

And another thing, the clock spring in the steering column, you stated the CC has never worked.

Used a Murray brand thermostat because the specs were identical to AC Delco. The horn works so I fired the clockspring was intact because in my truck the horn working means clockspring is good.

Did you not read the previous posts about ensuring you use the DELCO thermostat? There is a reason for it - and I won't waste my time explaining it again - as it has been explained numerous times.
Firemangeorge is correct in his previous post - it is still running too cold.

Re: clockspring - fyi it is entirely possible that the clockspring can affect the CC without affecting the horn. Replacing the clockspring can be a very dangerous task due to the need for replacing the airbag. So it is probably best to leave that to a professional.

then in post #24 the quote is.... new thermostat.
he doesn’t say , he cheaped out and got a Murray.

I didn’t cheap out. I got what the parts store has in stock that day. it was equality n specs so I figured it wouldn’t matter. a $15 thermostat isn’t going to break my checking account
