Need BCM but cannot find one

Maybe. Maybe not. They could have been trying to up sell you. Sell you a new fuse panel (BCM). Lot more profit and labor charge for them.

I think you should do some more diagnostics before condemning the BCM. Been on this forum a long time. Don’t recall ever hearing of no headlights because of a bad computer. Always was something else from bulbs to wiring or stalk switch.

Don’t want to sound obvious but you do realize there are 2 fuse boxes ? One in engine compartment and one in the passenger footwell(BCM).
You said the fuses and relays were “OK”. Did you check them with a meter ? Power at the relays ?

I would like to hope the shop is honest it's owned by someone that goes to my church. I didn't check them with a meter I'll do that today just to be safe.

I found an electrical shop that will do a wiring harness specifically for the headlights for 300$ . Would be cheaper than b the 650 the shop wants.

Church guys are always good and honest. <sarcasm>.
He took 1 look at the car and said "it has scary computers, that must be the problem". I bet he did nothing but look at fuses.
If the wheel house liners are already removed, why is it difficult to look at the wires going to the head lights?
If the liners are gone and the bumper cover has been replaced it is a good bet the fenders where replaced.

Just a thought but do the headlights come on when you shift into drive? That’s when mine come on.

I got an update. I took it to another shop that just does electrical. He confirmed it was the BCM. I had him do some new wiring to bypass it. 400$ later I got headlights and a dedicated high beam switch. Thanks everyone for their input!

On a side note, did the hhrs come with remote start?

Yes most did, usually not any fleet rentals had RS
