Sorry I haven't been back sooner. Still working on the problem. I did find a post that was useful. https://www.chevyhhr.net/forums/how-...rmation-59520/.
According to this the placement of the relay is specific. I decided to completely dismantle my fuse box to make sure I didn't break anything. The top "half" is actually 4 pieces. I'm posting pictures in a minute. Got it apart and cleaned. No problems I can see. I'll post my progress later. Thanks

Wow. So after all this analysis, and actual physically testing, showed that the placement did not matter.

I would have had the recall work done.

We should probably edit that how-to.
