Did you snap the filter into the reservoir cap first and then screw it on?

Certainly. The cap has a spring that buts into the valve and the valve's assembly contains a spring inside it's assembly. It was that inner assembly that was jammed into the filter opening and the main spring off-centered the whole valve and filter within the block. I ended up getting an AC Delco PF258G (with cap) for $14 at the local auto store. The dealer wanted $25 for just the cap and neither them or any dealer in the Jacksonville (FL) had one in stock. At that price, I didn't want to know how much it and the filter together would have been.

The oil in the picture congealed as it cooled (sludge...). Yuck!

Yikes !!! The oil looks terrible. You may want to change it more frequently.

Edit: It sure looks like you have more than just oil in that bucket. I bet if you sent out a sample for OA testing, they would find dex-cool also.

As to the oil filter, I always wipe the O-rings with oil, so 'hand turning in' the filter cap is easy & doesn't chaff the O-rings.

You should never have to use the socket or wrench to thread it in. If so, STOP, check it out & try again..

My filter socket is only to give the final snug...

If you look at the direction of the folds in the filter pleats you'll notice the folds are in the direction of removal, not installing. After that many heat cycles the filter tends to stick and not want to turn so it folds when removing....
Plus Ive been finding that with the turbo, theres more blowby and the oil suffers..
